confirmation, the senate will have confirmed 159 of president obama's nominees to the district of circuit courts. during the last presidential election year, -- 2008, that is -- the senate confirmed a total of 28 judges, 24 district and four circuit. this presidential election year, we have exceeded those numbers. we have confirmed five circuit nominees and judge grimm's will be the 32nd district judge confirmed. that is a total of 37 judges this year versus 28 in the last presidential election year. so once again i want to set the record straight and i hope i've done so. republicans have been more than fair to this president and his judicial nominees. i support this nomination and will put the balance of my statement in the record. i suggest -- i suggest the absence of a quorum. the presiding officer: the clerk will call the roll. quorum call: a senator: mr. president? the presiding officer: the senator from georgia. mr. chambliss: i'd ask that the quorum call be dispensed with. the presiding officer: without objection. mr. chambliss: i ask unanimous consent igor demensky be allowed floo

president bush, president clinton, second president bush, now president obama. none of those other presidents were treated in the way this president is treated. it's something senate democrats have never done in a lame duck session, whether after a presidential or midterm election. in fact, the senate democrats allowed votes on 20 of president george w. bush's judicial nominees, including three circuit court nominees in the lame duck session after the election in 2002. i remember i was the chairman of the judiciary committee. i moved forward on those votes, including one very controversial circuit court nominee. the senate proceeded to confirm judicial nominees in lame duck sessions after the elections in 2004 and 2006. actually, in 2006, we confirmed another circuit court nominee. we proceeded to confirm 19 judicial nominees in lame duck sessions after the election of 2010, including five circuit court nominees. the reason i'm not listing confirmations for the lame duck session at the end of 2008 is because that year we proceeded to confirm the last ten judicial nominees approved

a letter urging speaker boehner to take the last hexit before the cliff. neither president obama nor democrats in congress have ever been ambiguous about our proposal to provide economic security for 98% of american families and 97% of small businesses while asking the wealthiest 2% to contribute just a little more to stop this runaway debt. and now that even a dyed in the wool conservative like senator coburn of oklahoma has endorsed the democratic approach, here's what he said, "i know we have to raise revenue. i would rather see the rates go up," he said. he's been heavily involved in everything that's happened in the last several years in washington dealing with debt. when he joins in, that's really significant. it is apparent how this will end. the only question is, when will it end? it's how long will speaker boehner make middle-class families wait for relief and how long will he force the financial markets to wait for u un-- wait for certainty? the longer he delays, the greater i think ris the risk to. so i urge him, don't listen to me, listen to your own caucus. listen to pru

this popular bill and send it to president obama for his signature? did they move to protect 98% of middle-class families from this tax hike in january? no. no. they decided to hold the middle-class tax cuts passed by the senate hostage in an attempt to push for tax cuts for the folks they care the most about, the top 2% of highest earning households. republicans fighting for millionaires and billionaires is not a new story. in 2001, president george w. bush decided to spend a large portion of the surpluses he inherited from president clinton to cut tax rates. many democrats opposed him then because the tax cuts were unfair, favoring the highest-income americans. to overcome that obstacle, the republicans resorted to a parliamentary technique, budget reconciliation, a maneuver that allowed for passage of their tax cuts but forced them to expire after 2010, at the end of the ten-year budget window. so we scroll forward to 2010. as 2010 ended, president obama and many democrats in congress, including myself, wanted to extend the tax cuts for middle-class families but let rates on income abov

't seen that with president obama. i've seen heard democrats complain that he never talks to them. we cannot do this kind of work without very, very strong presidential effort. that's what presidents are for. and it can't just be laying down a gauntlet sand say, you can't -- and say, you can't cross over that, or drawing a line in the sand. we need -- you got two programs now. and those two sides need to get together. and that includes the president and whatever democrats he cares to put in the equation and also speaker boehner, leader mcconnell, and others. as we attempt to reach a meaningful resolution of this debate in the coming weeks, there are three guideposts that i will keep in sight. first is the cliff itself. going over it would be the height of irresponsibility. and according to congressional budget office, going over the cliff will reduce g.d.p. to a negative .5% next year. throwing us back into a recession and causing unemployment to surge to 9.1% or more. but it seems increasingly clear that the president and democrats in congress are content to go over the cliff regardl

on the numerous expiring tax provisions and the sequester. and i believe president obama must provide leadership in those efforts. i've seen very little so far. last week i came to the floor to speak about the fiscal cliff and some of the concerns that i continue to have and hear about as i travel to wyoming just about every weekend. just got back from there a few days ago, and people are very concerned about the direction of the country and what may happen to all americans on january 1. last week on the floor i spoke about the president's proposal to raise taxes on people making more than $200,000 a year. in terms of spending next year, that tax increase would pay for just 6.8 days of what washington will spend. so the whole proposal that the president continues to make is basically enough to fund the government for not 52 weeks but one week alone. the tax increases that president obama is now trying to push through will really do almost nothing to reduce our national deficit and nothing to reduce our national debt. the white house and democrats in the senate are focused only on tax hikes while

on this on both sides of the aisle. christina romer, president obama's chief economic advisor. has written in most circumstances a tax equals increase that equals about 1% of g.d.p. actually lowers g.d.p. by about 3%. harvard economist marty feldstein has written a 1 dollar increase in tax rates costs the economy about 76 cents in growth. there is a global perspective on this, too. other countries have gone through these fiscal problems and they have chosen to cut spending in some cases, raise taxes in other cases. there is a harvard economist, alberto halacena who has studied 17 countries in the developed world, this is over the past 25 years, and he has looked at how they have attempted to reduce their budget deficits. based on i.m.f. data which is international monetary fund, he concluded the tax-based deficit reduction was, in his words, always recessionary, always. by contrast, reducing deficits by cutting spending and enacting pro-growth reforms, including tax reform, actually spurred economic growth, according to his study. i think that's consistent with our own economic history. between 19

combat troops still remain in afghanistan. 66,000. president obama plans to reduce that number by a steady pace until they're moved completely out by end of 2014. i would prefer a faster pace. i'm sure as many of my colleagues woovment i would prefer a faster pace. but as it didn't jeopardize the safety of our troops, because i think that's the most important thing that we do is protect our troops that are still there. after all, the war has already surpassed the vietnam war as the longest in american history. and it has already cost us dearly. nearly 2,000 american troops have died for the cause. many thousands more have been maimed and more than $500 billion has been spent just in afghanistan. even so, i support the bipartisan amendment sponsored by senator merkley of oregon. it backs the president's current plan to end combat operations in afghanistan by the end of 2014. but i support the amendment because it also calls for a quicker transition of security, operations from u.s. forces to afghanistan security forces. and instead of the end of 2014, the amendment urges the tra
